Assess Conditions
Understand the current state of your community in relation to water and shoreline health. This step can include a natural features inventory or environmental studies to identify where assets exist and where there are problems.

Plan
Set the vision for the future of the community and develop goals, objectives and strategies
to achieve that vision. Adopt this into policy through the Master Plan or other policy documents.

Create & Revise Ordinances
Develop zoning and other ordinance language to implement policies that address shoreline and water health based on 5 key measures.
